On behalf of Anita Barnas, SVP, Chief Program Operations Officer, we are excited to announce the promotion of Barbara Roush, LMFT, to Vice President of Operations! Barbara will succeed Linda Reese in this role that serves our programs, staff, and clients in Alameda, Santa Cruz, Contra Costa, El Dorado, San Mateo, Santa Clara, and Kaiser.

Barbara has shared that as a young adult, her early plans for Broadway fame and fortune were thwarted due to an unexpected passion for serving the underserved. This passion led Barbara from Chicago to San Francisco where she obtained her master鈥檚 degree in Clinical Psychology (emphasis Drama Therapy) and became a LMFT. 

One of Barbara鈥檚 first paid drama therapy roles was actually at 罢别濒别肠补谤别鈥檚 Heritage Psychiatric Health Facility (PHF) many, many years ago. Barbara started her clinical career with San Francisco Jail Psychiatric Services and progressed through residential treatment for forensic adult populations then on to Medicare-funded PHP and IOP leadership. She was then offered an opportunity to oversee a 69-bed free-standing psychiatric facility and that began a 10-year adventure leading large JCAHO-accredited psychiatric hospitals in Northern California, North Carolina, and Texas. 

Barbara is what we at 色中色 consider a 鈥渂oomerang鈥 鈥 after leaving 色中色, she returned in 2011 as Clinical Director at Heritage PHF. During the past 10 years with 色中色, Barbara has served in increasingly responsible roles as Administrator at La Casa Mental Health Rehabilitation Center (MHRC), Regional Director of Acute Care, and most recently as our Director of Start-Up, bringing great depth and experience to our acute programs, but also to our overall operational structure. 

For fun and balance, Barbara maintains her resilience as the proud mama of Ziggy-the-Corgi and Bella-the-MiniPoo.

We are excited to have Barbara back as a part of 罢别濒别肠补谤别鈥檚 operations team. She and Linda will begin the transition planning immediately in preparation to assume full responsibility for the vice president role when Linda departs on November 5, 2021.

Dr. Michael C. Ybarra is the Program Director for 罢别濒别肠补谤别鈥檚 first residential treatment program at Muriel Wright in San Jose. He is a recent Doctoral graduate from USC鈥檚 Suzanne Dworak-Peck School of Social Work. He has been working in Santa Clara County for the last 28 years specifically providing mental health, addiction treatment, training, supervision, and social work best practices in red-lined communities for youth and adults that are justice-involved.

As an East-Side San Jose native, Dr. Ybarra understands the struggles of our communities, the families that reside there, and the limited resources hindering the healing of so many. Addiction treatment continues to be an essential service for so many that are trying to find the best versions of themselves. His goal will always be to advocate for individualized services and more addiction treatment programs to ensure everyone has an opportunity to be successful.

We are pleased to announce that phase one of the San Diego Mobile Crisis Response Team (MCRT) program opened on August 18, 2021!

In partnership with San Diego County Behavioral Health, MCRT brings rapid crisis support to people in the community delivered by a dedicated team of mental health professionals. Once all phases of our program are opened, we will have a dispatch team, an admin team, and van-based mobile crisis teams serving five regions of San Diego County (South, Central, East, North Inland, North Central). MCRT services include crisis triage, screening, assessment, in-person crisis intervention and stabilization, and linkage to ongoing supports. If clinically indicated, the team will also provide transportation for people to county-designated behavioral health sites for further assessment, evaluation, and treatment.

  • Individuals experiencing a behavioral health crisis in San Diego, including adults, older adults, children, youth, and families.

Accessing Services:

  • This program collaborates and accepts referrals through San Diego County鈥檚 Access and Crisis Line (ACL), 1-888-724-7240 and will be accepting referrals from law enforcement via 911. The implementation for law enforcement referrals is in development with San Diego County and law enforcement.

We are deeply saddened to share that 罢别濒别肠补谤别鈥檚 Inland Empire Coordinated Care (TIE-CC) program in San Bernardino closed on Friday, August 6.

色中色 has operated TIE-CC since 2013 and has been a valued and respected community partner for those eight years. Unfortunately, referral volume continued to be a challenge despite the hard work and efforts from the program staff. The low census, combined with the ongoing financial challenges in the region, made it impossible for the program to continue.

We want to emphasize that the staff鈥檚 work at TIE-CC was invaluable. They were excellent, flexible partners within the local system of care, always ready and willing to do whatever it takes to meet the needs of the people we serve, as well as supporting the other community programs and partners. Staff at TIE-CC helped so many people suffering through acute crisis avoid unnecessary hospitalizations and get back to their lives.

As we say goodbye to this program, we want to acknowledge and thank staff for all of the tremendous work they did throughout the years. They provided support to so many individuals who needed care in a difficult time. They were there to listen and encourage, as well as deliver excellent clinical care and useful tools to help clients continue their recovery journeys. We are thrilled that many of these staff will continue with 色中色 in other programs.

We are pleased to announce that the Yolo INSPIRE program opened on June 4, 2021!

In partnership with , the Yolo Inspiring Strength and Partnership in Recovery (INSPIRE) program provides mental health counseling, supportive housing, and targeted case management services to Yolo County residents.

Who is Served: Transitional Age Youth (TAY), ages 16-25, and adult residents of Yolo County who are diagnosed with a serious mental illness and may have other co-occurring issues, and are high users of locked settings such as psychiatric facilities or jail, criminal justice involvement, homeless, or at risk of being unhoused.

This program has five slots dedicated to individuals who have been referred to Assisted Outpatient Treatment (AOT).

Hours of Operation: Office hours are Monday-Friday, 8:30 a.m. to 5:00 p.m. Staff provide 24/7 field-based services.

We are pleased to announce that the 色中色 Substance Use Treatment Services (SUTS) Residential program opened on May 10, 2021!

色中色 is proud to be partnering with the to operate the 色中色 SUTS Residential program on the Be Well OC Orange Campus.

The 15 residential program is a non-institutional, non-medical, short-term residential program for Orange County residents 18 years and older. These services are individualized to collaboratively define barriers, set priorities, establish goals, create treatment plans, and solve problems.

Address: 265 South Anita Dr., Orange, CA 92868, Suite 302

Who is Served: Individuals 18 and older who have severe and persistent mental health challenges and a substance use diagnosis. In order to receive services, individuals must reside in Orange County and meet medical necessity criteria ASAM 3.1.

Referral to the 色中色 SUTS Residential program can be accessed through the OC Links Behavioral Health Line at 855-OC Links (855-625-4657). All referrals will be pre-screened by the Orange County Art Team. If eligibility is determined, an intake appointment will be scheduled.

We are pleased to announce that the 色中色 Withdrawal Management program opened on March 29, 2021!

色中色 is proud to be partnering with the to operate the 色中色 Withdrawal Management program on the Be Well OC Orange Campus.

The 12-bed program provides detoxification services in a residential, non-medical setting (social model detoxification) delivered by appropriately trained staff who provide safe, 24-hour monitoring, observation, and support in a supervised environment so residents can achieve initial recovery from the effects of alcohol or another substance.

Who is Served: Referral to the 色中色 Withdrawal Management program can be accessed through the OC links Behavioral Health Line at 855-OC Links (855-625-4657) and directly. This service will be provided to all eligible individuals.

All referrals will be pre-screened and if eligibility is determined an intake appointment will be scheduled.

Intake is a critical part of the admission and includes the evaluation or analysis of substance use disorders, the diagnosis of substance use disorders, and the assessment of treatment needs to provide medically necessary services. The intake may also include a physical examination and laboratory testing if needed for substance use disorder treatment.

This program was developed by the , in collaboration with the , to provide the county鈥檚 first forensic-based service and treatment program.

The goal of the program is to create an alternative to state hospital admission for those who are pre-trial, have behavioral health challenges, and are likely to be at risk of becoming incompetent to stand trial and/or are found to be incompetent to stand trial.

Who is Served:

  • Adults, ages 18 and older, who are diagnosed with serious mental illness

  • Are pre-trial and arrested on felony charges, which occurred due to symptomology of their mental illness, are at-risk of becoming incompetent to stand trial, and/or are found to be incompetent to stand trial

    • Whose crime qualifies them for pre-trial jail diversion 聝

    • Whose symptoms of their mental illness contributed significantly to their commitment of the offense

  • Are likely unsheltered homeless and do not have access to necessary social supports

  • Will not pose a significant safety risk to the public if released to outpatient treatment

色中色 is proud to be partnering with the to operate the 色中色 Recovery Station on the Be Well OC Orange Campus.

The 12-client, short-stay, voluntary program provides screening, recovery planning, comfort services, and linkage to ongoing care for individuals with substance use needs, as well as mental health services if needed. Services are strength-based and person-centered and aim to promote recovery in a welcoming setting.

The goal of the 色中色 Recovery Station is to provide a law enforcement diversion for persons who are acutely intoxicated and may have a co-occurring mental illness. Instead of being arrested, they are presented with an opportunity for peer engagement, assessment, brief clinical interventions, and linkage with community-based services.

Who is Served: Orange County residents 18 years of age and older, presenting with intoxication and who can safely be served at the facility, and who might otherwise be detained by law enforcement, and/or who utilize hospital emergency departments for issues related to intoxication.

鈥淏e Well OC is an inspired, county-wide, whole community commitment to create a world-class system of mental health care for all Orange County Residents and to vastly improve the mental health and wellbeing of our community,鈥 said Marshall Moncrief, CEO of Be Well Orange County.

Due to the ongoing COVID-19 pandemic, Be Well OC hosted a distanced, 鈥渧irtual鈥 ribbon-cutting ceremony at the site, with commentary from stakeholders as well as a virtual tour.

The video had contributions from Orange County Board of Supervisors members; Darrell Steinberg, Mayor of Sacramento; Mark Murphy, Mayor of City of Orange; Dr. Clayton Chau, Director & County Health Officer, Orange County Health Care Agency; Jeffrey Nagel, Ph.D., Deputy Agency Director, Behavioral Health Services; Richard Sanchez, REHS, MPH, Chief Executive Officer, Cal Optima; Mark Costa, SVP & Area Manager, Kaiser Permanente Orange County; Erik Wexler, Chief Executive, Providence Southern California; Barry Arbuckle, Ph. D., President & CEO, MemorialCare Health System; Sanford Smith, AIA, SVP, Real Estate and Facilities, Hoag Memorial Hospital Presbyterian; Sheriff Don Barnes; Orange County Sheriff鈥檚 Department; District Attorney Todd Spitzer, Orange County District Attorney鈥檚 Office; Rabbi Richard Steinberg, Senior Rabbi, Congregation Shir Ha-Ma鈥檃lot; and Richard Adable, M.D. Board Chair, Mind OC.

鈥淲e wish we could be here with you in person and of course the hard realities of today prevent that,鈥 Moncrief said. 鈥淒espite the immense strain and stress, there has been tremendous success and there is reason to celebrate. We have rallied as one community in response to this pandemic and together, with this campus, we鈥檝e rooted a transformative public-private partnership that boldly address mental illness and substance sue disorders, and all of their challenges.鈥

The Be Well OC Orange Campus is a 6,000 square-foot mental health and wellness campus鈥攖he first of three regional Wellness Hubs鈥攖hat is located in the city of Orange, CA.

鈥淭his campus is the first of its kind, leading the nation on access to mental health care,鈥 said Supervisor Donald Wagner, Third District, Orange County Board of Supervisors. 鈥淲hat sets Be Well apart from other treatment centers is the continuity of care under one roof which will help reduce stress for individuals who are already managing challenging times.鈥

色中色 has been selected to provide four different substance use treatment services (SUTS) programs on the Be Well OC Orange Campus: a recovery station, a co-occurring residential program, a withdrawal management program, and SUTS residential program. The goal of these programs is to address our community members鈥 SUTS needs, while supporting a seamless transition along a full continuum of care.

鈥淚 wanted to take a moment to once again say congratulations to Be Well Orange County,鈥 said Sacramento Mayor Darrell Steinberg. 鈥淵our fundamental idea that we must have an integrated approach and that no one sector鈥攑rivate or public鈥攃an solve this problem alone is both simple and unique. And so, I look forward to seeing how your effort blossoms even more and how we can look back and say it was Be Well Orange County that started a movement here that lead to people leading better lives, that lead to safer and healthier communities, and lead to a better California.鈥

We are pleased to announce that the Home First Full Service Partnership (FSP) program opened on October 26, 2020!

In partnership with , the Home First FSP program is focused on providing supportive housing and behavioral health services to individuals residing in Orange County. The purpose of the program is to support members maintaining stable housing, including resolving housing challenges, providing a range of case management and behavioral health-focused services.

Who is Served: Residents of Orange County, ages 18 and older, who have been diagnosed with a serious mental illness , and who have been housed and are currently at risk of losing housing in Orange County.

Hours of Operation:

  • Mon, Wed, Fri & Sat: 8:00 a.m. to 5:00 p.m.

  • Tues & Thurs: 8:00 a.m. to 7:00 p.m.

We are pleased to announce that the Alameda County Operation Comfort program opened October 1, 2020!

In partnership with , , and , 色中色 will operate the behavioral health treatment component to this COVID-19 quarantine hotel project.

As a part of the California Department of Social Services鈥 Project Roomkey/Housing and Homelessness COVID Response, this program provides temporary Crisis Residential Treatment (CRT)-level services to 20 unhoused individuals who have been impacted by COVID-19. Services include behavioral health, daily psychiatric services, and 24/7 nursing support to assure vital signs can be monitored and medication support can be provided.

Who is Served: Unhoused residents of Alameda County with behavioral health issues who have tested positive for COVID-19, are experiencing symptoms of COVID-19, or have been exposed to COVID-19 who would otherwise be moving into a CRT-like setting from acute units, emergency rooms, or other placements.

Hours of Operation: Services are available 24/7

We are pleased to announce that the San Joaquin Peer Navigation program opened on October 1, 2020!

This program was created in partnership with .

The San Joaquin Peer Navigation program is completely peer-run. The goal of the program is to connect members to a full range of services to ensure continuity of care outside of the program. Staff provide linkage to community-based resources and medical and psychiatric services, and provide support and education to family and significant others.

Who is Served: Adults, ages 18 and older, who have recently participated in San Joaquin County Behavioral Health Services鈥 24-hour crisis response services, which includes the crisis unit, the crisis stabilization unit, psychiatric health facility (PHF), crisis residential facilities, and mobile crisis support team.

Hours of Operation: Monday to Friday, 8:30 a.m. to 5:00 p.m.
