What We Do: FHARPS is designed specifically in overcoming barriers and finding and maintaining housing.
Residential supports connect individuals with housing through peer support and subsidies for costs such as application fees, security deposits, and up to a few months of rent vouchers while individuals are helped with finding more permanent housing support.
Forensic Housing and Recovery through Peer Services (FHARPS) follow the Housing First Model, an integrated safe and affordable housing based on Permanent Supportive Housing (PSH). PSH provides tenants with the rights of tenancy under state and local landlord-tenant laws. It is linked to voluntary and flexible support and services designed to meet tenants' needs and preferences. PSH makes housing affordable to individuals with disabilities and low (or no) income.
Capacity: 100 members
Referral Process: Referrals are coordinated through the Forensic Navigator Program.
Individuals who meet the following eligibility requirements can be in the program:
Individuals who are identified as unstably housed and:
Ordered into an Outpatient CR Program; or
4.2 On the HCA Referral List for Forensic PATH services; or
4.3 Referred by a Forensic Navigator; or
4.4 Individuals exiting crisis triage/stabilization facilities who meet the following eligibility criteria as identified in section C.2 of Trueblood Settlement Agreement (located in Section 1, Introduction):
4.4.1 Have had at least one prior contact with the forensic mental system in the past 24 months, or, were brought to a Crisis Triage or Stabilization Facility via arrest diversion under RCW 10.31.110 as determined by the crisis triage and stabilization provider;
4.4.2 Need assistance accessing independent living options and would benefit from short-term housing assistance beyond the 14鈥恉ay vouchers;
4.4.3 Are diagnosed with an acute behavioral health disorder and are assessed to need housing support beyond what is offered through the Crisis Triage and Stabilization Facilities or the short-term voucher as described in 搂 III.C.2.a;
4.4.4 Are unstably housed;
4.4.5 Are not currently in the community OCRP; and
4.4.6 Do not meet Involuntary Treatment Act (RCW 71.05) commitment criteria.
4.4.7 Other individuals may be eligible for Forensic HARPS services on a case-by-case basis and approved by HCA Program Manager. These include individuals who have a behavioral health condition and are involved in the forensic mental health system. The forensic mental health system is comprised of various entities that have a touchpoint to people who are involved with the criminal court system (e.g., jails, courts, evaluation and treatment services, and corrections).
